Foundation excavation in Northeast Ohio is not a generic dig. Cuyahoga and Summit County sites bring stiff clay, perched groundwater, shallow shale and lots that are frequently tight, sloped, or both. Add frost depths among the deepest in the state and the dig becomes the step that sets whether the rest of the foundation goes smoothly or gets rebuilt around a mistake.

What Foundation Excavation Actually Covers
The scope is wider than opening a hole. A complete foundation excavation on a Northeast Ohio site runs through the following.

- Layout. Building corners, offsets and elevations established from survey control before any machine moves. Everything downstream references these points.
- Stripping. Topsoil and organics removed and stockpiled separately. Organic material under a footing is a settlement problem, and topsoil is worth keeping for final grade.
- Bulk excavation. The main dig to subgrade, cut to the elevations from the foundation plan rather than to a rule of thumb.
- Over-dig. Extra width outside the wall line so form crews, waterproofing and drain tile have working room. Skipping it is how a job ends up hand-digging around finished walls.
- Grading and leveling. Subgrade brought to a uniform bearing surface, with steps held cleanly where the plan changes elevation.
- Spoil management. Deciding what stays on site for backfill, what gets stockpiled clear of the excavation, and what has to be hauled off. On a tight lot this is a planning problem before it is a trucking problem.
How Dig Depth Is Derived
The most common error on a Northeast Ohio site is treating the excavation depth and the footing depth as the same number. They are not. The frost requirement sets the bottom of the footing. The excavation goes below that.
The stack works from the bottom up:
- Required bottom of footing. Below the local frost line, and in no case less than 12 inches below undisturbed ground surface under Ohio Residential Code 403.1.4.
- Plus footing thickness if you are measuring to the underside of the wall rather than the bearing surface.
- Plus any stone or leveling course the plan calls for beneath the footing.
- Plus over-dig width outside the wall line, plus the side slope or shoring the soil conditions require.
The frost number at the bottom of that stack is a local value, not a state one. Ohio Residential Code 403.1.4 sets no statewide frost figure. It defers to Table R301.2(1), and each jurisdiction fills that table in for itself, which is why the number changes as you move across Northeast Ohio.
Summit County and the Akron area
Summit County Building Standards publishes 38 inches. That is a county value, and the City of Akron does not publish a separate figure of its own, so 38 inches is the number Akron area work is built to.
Cleveland
Cleveland is not a single number, and anyone who quotes you one without qualifying it has not read both sources. The city’s two primary documents disagree: 36 inches for one and two family dwellings under Cleveland Codified Ordinance 3125.06, and 42 inches under the city’s published Climatic and Geographic Design Criteria. Confirm with Cleveland Building and Housing for your specific project before you set a bottom of footing elevation.
That six inch spread is not academic. On a full basement it is a real change in excavation volume, spoil, wall height and cost, and it is not something you want to discover at the footing inspection. Get it in writing at permit, not on the phone the morning of the dig.
Cuyahoga and Summit County Site Conditions
The soils across Northeast Ohio are largely glacial in origin and heavy in clay. That has direct consequences for the dig.
Clay. Stiff clay holds a vertical face well when it is dry and behaves very differently after two days of rain. It also drains slowly, which means water that reaches the excavation stays in it. Clay is the reason drain tile and a proper stone bed are not optional details on these sites.
Groundwater and perched water. Water sitting on top of a dense clay layer shows up as a wet subgrade in an otherwise dry hole. It has to be managed with sumps or pumps before footings go in, because a footing poured on saturated subgrade never reaches the bearing the design assumed.
Shale. Portions of the region carry shale close to the surface. Where it comes in above the required bearing elevation the dig slows down and the equipment plan changes. It is worth knowing before you mobilize rather than after.
Slope. Grade changes across a lot mean stepped footings, walkout conditions and a real difference in cut and fill volume from one end of the building to the other.
Tight urban lots. Infill work in Cleveland neighborhoods and older Akron streets often leaves no room to stockpile, limited access for a truck and trailer, and neighboring structures close enough to matter. Spoil handling, machine size and haul-off scheduling all get decided before the first bucket.

Why Coordinating the Dig With the Pour Matters
Splitting excavation and concrete between two vendors is where Northeast Ohio foundation schedules usually break down. The reasons are consistent.
Sequencing. An open excavation in clay is a perishable thing. Rain softens the subgrade, the sides slough, and a hole that sat open for a week needs work before footings can be poured. When one company runs the dig and the pour, the hole is opened when the footing crew is ready for it.
Weather windows. Northeast Ohio does not hand out many consecutive dry days. Being able to move a dig up two days because the forecast changed only works when the same scheduler controls both crews.
Re-mobilization cost. When trades are split, every correction becomes a second mobilization. Subgrade an inch high, an over-dig too narrow for the form crew, a step in the wrong spot: each one is a phone call, a wait, and a machine coming back to the site.
Accountability. With one vendor there is no argument about whether the hole was wrong or the walls were laid out wrong. We run a Total Robotics Station for layout and have an in-house CAD engineer working the foundation plan, so the excavation is cut to the same control the walls are built from.
